From the history of Academy foundation

The Russian Academy of Agricultural Sciences was founded by the edict No. 84 of the RF President dated on 30 January 1992 on the basis of the former Russian Academy of Agricultural Sciences and VASKHNIL (Lenin All-Union Academy of Agricultural Sciences). On 8 August 1924 the Presidium of the Central Executive Committee issued a decree to create VASKHNIL and then the decree of 25 June 1929 defined measures of its arrangement and development as the highest scientific center of our country in agriculture.

The first President of VASKHNIL was Vavilov Nikolay I., the prominent organizer of the biology and agriculture sciences, the great scientist who made a basis for new scientific trends in plant breeding, botany, genetics, selection and other sciences. He also was an outstanding geographer – traveler, a talented scientific supervisor and pedagogue. Vavilov N.I. was the founder of the agricultural science in the country: due to his initiative and under his heading large research institutes with branched network of divisions and pilot stations were organized.

While creating VASKHNIL, great scientists-members of USSR Academy of Sciences were included, whose researches were relevant to the agrarian field. Among them there are academicians: Alexandrov I.L., a power and hydraulic engineer; Britzke E.V., a chemist-technologist; Williams V.R., a soil and grassland scientist; Keller B.A., a botanist specializing in steppe and desert plants; Osinsky V.V., an economist and statistician; Prianishnikov D.N., an agro-biochemist, a plant physiologist; Rikhter A.A., a plant physiologist, a biochemist; Tulaykov N.M., an agronomist, a soil scientist.

During the 30s years extensive research works started in many fields of the agrarian science. With Vavilov’s assistance (who set up scientific basis of selection) important research works on developing new varieties of agriculture crops were made by Radzinsky D.L., Rudnitsky N.V., Shekhurdin A.P.

In those years V.V. Dokuchaev’s scientific school on forestry and agroforest-melioration began to develop. The father of a melioration school was Kostychev A.N.; the academician Goriachkin V.P. became the founder of a mechanization school.

Animal science of that time was represented by a number of prominent scientists, VASKHNIL members: Ivanov M.F., Milovanov V.K., Yavadovsky M.M.

From the very beginning of the Academy establishment veterinary-medicine science takes up an important place in it. One of its authors is the academician Skriabin K.I., the creator of Russian helminthology school. An important contribution to developing means to control dangerous cattle diseases was made by Vyshelessky S.N., VASKHNIL academician.

The ideas of prominent scientists, creators of scientific schools, influenced on emerging of a series of world-known scholars. Results of scientific researches in plant breeding made by such Russian scientists as Pustovoit V.S., Lukianenko P.P., Hadzhynov M.I., Mamontova V.N., Mazlumov I.A., Konstantinov P.N., Stebut I.A. and many others, were highly appreciated both in Russia and many foreign countries.
Main functions of Russian Academy of Agricultural Sciences

In accordance with the RAAS Rules, the Academy is the highest selfgoverned scientific organization in Agroindustrial Complex of Russia and implements the scientific support of agroindustrial production in RF. It comprises acting and corresponding members elected by a general meeting of the Academy, scientists from the research, higher education and other scientific technical institutions. The Academy coordinates and directs their activities to developing fundamental and priority applied investigations in agriculture, water economy, forestry, food and processing industries, other branches related to the Agroindustrial Complex; provides training of research workers, scientific-technical cooperation with foreign countries.

The principal task of the Academy is to develop fundamental and priority applied investigations, investigation programs, their financing and realization.

The Academy develops and arranges the implementation of state and regional scientific and technical projects on economics, social and rural development, agroecology, land management, plant breeding and selection, plant protection, forestry, protective afforestation, amelioration, animal breeding, veterinary medicine, genetics, biotechnology, mechanization, electrification and automation, storage and processing of agricultural production; provides methodical supervision and coordination of research works.

The Russian Academy of Agricultural Sciences:

– sets up the network of research institutions, experimental enterprises and organizations; forms provisional interdepartmental scientific staffs out of academic, educational and branch research sub-divisions including undertaking units;

– provides measures to improve the training system and post-graduate study; to develop programs on qualification advancement for research workers including training abroad; promotes to finding new forms of cooperation between the research and educational institutions to raise the skill of students;

– develops recommendations on efficient using of science achievements; participates in organizing the network of informational, consulting and other service centers for advertising and displaying scientific news;

– cooperates with Russian Ministry of Agriculture, Russian Academy of Sciences, Russian Academy of Medical Sciences, other branch state academies of science, executive bodies, legislative and public institutions of Russia (scheme 1); improves international cooperation within Interstate Council on Agrarian Science and Information in AIC of CIS, and also in the basis of agreements and contracts with other states; establishes joint scientific-technical units; arranges international congresses, symposia, conferences, workshops;

– arranges and holds scientific sessions, conferences and meetings to discuss science and applied problems, matters for coordination of research and design works; publishes scientific journals, reports of scientists and research institutes, is the founder and financier of academic and other journals.


The RAAS comprises of the principal scientific potential of Agroindustrial Complex in Russia.

The Academy has an extensive network of research institutions, design and technological organizations, pilot and experimental farms and enterprises, other institutions.

In January 2000 there were 199 research institutes and 24 agricultural pilot stations under its jurisdiction, including 47 centers on plant – and animal breeding, biotechnological centers.

There are about 14,2 thousand scientists in research institutions of the Academy who carry out research work. Among them there are 6,7 thousand doctors and candidates of science.

The RAAS comprises of 155 academicians and 140 corresponding members, 192 foreign members of the Academy.

Research institutions, scientists of the Academy carry out important developments according to the Federal program of fundamental and priority applied investigations on scientific support for developing Agroindustrial complex; participate in realization of federal and state scientific-technical programs over 25 international projects.

The Academy also incorporates large pilot-experimental basis comprising over 400 pilot farms, 46 semi-industrial enterprises.

Experimental farms have 5,8 million ha of land including 1,7 million ha of arable lands, over 360 thousand heads of cattle, 130 thousand heads of pigs, 65 thousand heads of sheep and 1,6 million heads of poultry.

Test works, experiments and advertising of completed research works are made in fields, pilot farms and plant shops. On their basis annually about thousand seminars, conferences and meetings of AIC workers are held, specialists are trained to up-to-date agriculture management techniques.

An important trend of pilot enterprises activities is the production of higher reproduction seeds and crop planting materials to change and renovate varieties, and pedigree animals growing.

The scientific activities and implementation of different programs and projects are governed by the Academy Presidium comprising of: President, Vice-presidents, Chief scientific secretary, Chairmen of regional departments and scientific-methodological centers, a number of directors of research and educational institutions from the Academy members.

The main scientific bodies forming the Academy Presidium system are branch departments that incorporate scientists of one or several relevant specialties, members of the Academy by their profile. Departments guide fundamental and applied researches, coordinate and control the activities of institutions, enterprises and organizations; arrange the training of specialists and others.

The set-up of the Academy Presidium has 8 branch departments; 1 regional department, 3 scientific and methodological regional centers.

Academy includes Bashkir Scientific Center and 2 branch scientific methodological centers (on agrochemistry/agrochemical maintenance and land amelioration/water economy).


The Department arranges fundamental and priority applied investigations in the field of economy, AIC management, land relations management, rural social development. Investigations are aimed at the development of a scientific basis of the agrarian policy in versatile economy and market conditions, formation of a control mechanism of agroindustrial production, establishment and operation of farms, efficient usage of production potential, management and information support of AIC, rural social development, land relations control, land management, land protection, state land-survey management.

The Department incorporates 20 academicians and 23 corresponding members of the Academy working in research and educational institutions within the AIC system ministries and agencies. There are 27 foreign members of the Academy.

There are 10 research institutes controlled by the department: 5 All-Russian (All-Russia Research Institute of Agricultural economics, All-Russia Research Institute of Economics, Labor and Management in Agriculture, Agrarian Institute, All-Russia Research Institute of Economics and Norms, All-Russia Research Institute of Information, Technological and Economic Research in AIC) and 5 zonal institutes (Volga Research Institute of Economics and Organization in AIC, Research Institute of Economics and Organization of AIC of the Central Black-Earth Zone, Far East Research Institute of Economics and Organization of AIC, Kaluga Research design and Technology Institute of AIC, Kursk Research Institute of Agro-Industrial Production).

This department organizes and realizes Programs on development of scientific basis for increasing soil fertility, agro-landscape forming and elaboration of new regional systems of arable farming for main natural agricultural regions of Russia with environmental protection of agricultural territories.

It coordinates investigations on complex soil improvement of agricultural lands and effective usage of ameliorated lands, development of theory and technology basis for forming of optimal forest ameliorative complexes on water-collecting basins and areas of deflation of the forest-steppe, steppe and semi-desert regions.

There are 3 sections: soil management, amelioration and water management, forestry and forestation.

35 academicians and 22 corresponding members, 37 foreign members of the Academy work in this Department. The department coordinates 33 research institutes, including 13 All-Russia institutes, that are the main by their profile, among them are: All-Russia Research design and Technology Institute of Agriculture Chemistry, All-Russia Research Institute of Agriculture and protection of Soils from Erosion, Dokuchaev Soil Institute, All-Russia Research institute of Hydro-Technology and Amelioration, All-Russia Research Institute of Agro-Forest Amelioration, Central Research Institute of Agrochemical Maintenance of Agriculture, Agro-Physics Research Institute, All-Russia Research Institute of Agricultural Microbiology, All-Russia Research Institute of Agricultural Radiology and Agro-Ecology, All-Russia Research Design and Technology Institute of Mineral fertilizers, All-Russia research Institute of Irrigation Agriculture, All-Russia Research Institute of Agricultural Use of Ameliorated Lands.

Among 19 large zonal institutes there are: Dokuchaev Research Institute of Agriculture of the Central Black Earth Zone, Don Zonal Research institute of Agriculture, Low Volga Research institute of Agriculture, Chelyabinsk Research institute of Agriculture, Ulianovsk Research institute of Agriculture.

The Department governs a number of All-Russian and oblast institutes: Dagestan Research Institute of Agriculture, Adygey Research Institute of Agriculture, Belgorod Research Institute of Agriculture, Riazan Research Design and Technology Institute AIC.


The Department coordinates research work on plant breeding, fodder crop production, breeding, seed production, genetics, biochemistry, plant biotechnology for fundamental and priority applied sciences programs aimed at the development of genetically resistant, high productive plant varieties and hybrids, regional systems of industrial seed breeding to accelerate their introduction in agriculture production; the development of a new generation of environmental and economical cultivation technologies of agricultural crops adapted to local conditions.

There are 3 sections in the Department: of grain and technical crops, fodder crop production, horticulture, potato and vegetable breeding.

36 academicians and 27 corresponding members, 59 foreign members of the Academy Department. There are 53 research institutes, including 43 breeding centers, 13 biotechnology and technology centers. The main institutes are: Vavilov All-Russia Research Institute of Plant Industry and All-Russia Research Institute of Beans and Grouts Crops (the state scientific centers), All-Russia Research Institute of Agricultural Biotechnology, Pustovoit Research Institute of Oil Crops, All-Russia Research Institute of Rice, Williams All-Russia Research Institute of Fodder, All-Russia specialized research institute of corn, sugar beet, soy beans, sorghum, rape, lupine, vegetable crops and potatoes, horticulture and wine growing, medicine and aromatic plants. The Department coordinates such large zonal institutes as Lukianenko Krasnodar Research Institute of Agriculture, Stavropol Agriculture Research Institute, agricultural research institutes of South-East, Central Regions of Non-Black Earth zone, North-East, Ural, Baskiria, Tatar.


This Department is engaged in development in realization of basic and priority applied researches for optimization of phytosanitary conditions based on IPM immune-genetic base for new crop varieties, construction of agrocoenosis resistant to pests and diseases, chemical control, biological control, technologies and systems of biological control and IPM.

There are 6 academicians and 4 corresponding members of Academy, 8 foreign members of the Academy. All-Russia Research Institute of Plant Protection, All-Russia Research Institute of Phyto-Pathology, All-Russia Research Institute of Biological Protection of Plants, Far East Research Institute of Plant Protection are the main institutes specialized in plant protection.

The department coordinates research and methodological work together with All-Russia Research Institute of Plant protection and All-Russia Research Institute of Plant Quarantine MOAF.


The Department governs basic and priority applied researches in the main fields of animal husbandry, poultry, fur-clad animals growing, fish-farming, bee-growing and hunting.

There are 16 academicians and 23 corresponding members of RAAS, 12 foreign members of the Academy; 24 research organizations include 3 basic, 10 branch and 7 regional research institutes, Scientific Industrial Animal Husbandry Center, Interregional venture “Plemptitsa”. The main research institutes are: All-Russia Research Institute of Animal Husbandry, All-Russia Research Institute of Genetics and Breeding of Agricultural Animals, All-Russia Research Institute of Physiology, Biochemistry and Nutrition of Agricultural Animals, performing investigations in main branches of animal husbandry. Efforts of the scientists from branch institutes are concentrated on solution of priority applied problems in the development of milk and meat cattle production, production of swine, sheep, horses, poultry, bees and other branches of animal production.

Zonal branch and regional agriculture institutes (North Caucasus Research Institute of Animal Husbandry, Yaroslavl Research Institute of Animal Husbandry and Fodder, Kalmyk, Smolensk, Sakhalin and other research institutes of agriculture) carried out investigations on breeding programs to rise animal husbandry productivity, improve existing breeds and develop new ones, technologies adapted to zone conditions and aimed at complete usage of the nature-economy zone conditions.

The Department organizes basic and priority applied researches on epizootic control of animals, preventive measures for animal-human diseases control, development of scientific basis for sanitary, hygiene and ecological measures to increase animal productivity,. Improve the quality of raw materials and animal products.

There are 14 academicians and corresponding members of RAAS; 12 foreign members of the Academy. 19 research organizations are 7 All-Russia Research Institutes, 4 zonal institutes and 8 research veterinary stations.

The main research institutes are: Kovalenko All-Russia Research Institute of Experimental Veterinary, Skriabin All-Russia Research Institute of Helminthology, All-Russia Research Institute of Veterinary Virology and Microbiology, All-Russia Research Veterinary Institute of Pathology, Pharmacy and Therapy, All-Russia Research Institute of Veterinary Sanitation, Hygiene and Ecology, All-Russia Research Veterinary Institute of Poultry Breeding, All-Russia Research and Technology Institute of Biological Industry.


The Department is engaged in organization of the development of basic problems of agricultural and zootechnical mechanics, agroenergetics, exploitation of units; priorities of agricultural machinery development in AIC, national technologies and machines for plant growing and animal production, technical and information services of Agroindustrial Complex.

On the scientific basis it is established the machinery construction Industry for AIC aimed at the renovation of the agroindustrial production.

There are 17 academicians and 10 corresponding members of RAAS, 16 foreign members of the Academy. 12 research institutes are within this department, more than 20 research organizations, regional sections, design organizations, pilot ventures.

Among the scientific institutions coordinated by the Department there are such large institutes as:

– All-Russia Research Institute of Mechanization of Agriculture (the chief institution of Russian AIC by its machine technologies and technique for plant growing);

– All-Russia Research Institute of Electrification of Agriculture (the center of scientific production and development program for energetic, electrification and automation of agriculture production and life);

– All-Russia Research Institute of Animal Husbandry Mechanization (the center of machine technologies and equipment for animal husbandry). Among the leading institutes there are also the following:

– All-Russia Research Technology Institute of Maintenance and Exploitation of the Machine-Tractor Park;

– All-Russia Research Design and Technology Institute of Use of Machines and PetroleumProducts in Agriculture;

– All-Russia Research Institute of Technology of Strengthening, Rehabilitation and Production of spare Parts;

– All-Russia Research Institute of Organization, Economics and Technology of Material Procurement in AIC;

– All-Russia Research Design and Technology Institute of Mechanization and Electrification of Agriculture;

– All-Russia Research Design and technology Institute of Flax Growing Mechanization.


The Department performs scientific support of all branches of food processing industries. Researchers study on basic and priority applied problems of main scientific technical programs of RAAS. A number of research projects are carried out by orders of the food and food processing industries organizations based on agreements.

Priority researches are the following: progressive environmental technologies for storage and food processing to produce high quality products of the high nutritive and biological value; new technologies by using physical, chemical, biotechnological and other processing methods to develop food products of a new generation for different groups of population, both medical and preventive purposes, including baby food.

Up- to- date packing, chemical, microbiological, toxicological safety of food-stuffs are among the priorities of the department activity.

Milk and bakery industry institutes are the only holders of collections of microorganisms, enzymes, leavens, yeast almost for All-Russia Food Enterprises.

There are 10 academicians, 17 corresponding members and 6 foreign members of the Academy. 22 research institutes are in the department; among them there are such large institutes as:

– All-Russia Research Institute of Meat Industry;
– All-Russia Research Institute of Milk Industry;
– All-Russia Research Institute of Butter and Cheese Industry;
– All-Russia Research Institute of Fats;
– All-Russia Research Institute of Beer Brewing, Soft Drink and Wine-Making Industry;
– State Research Institute of Bakery Industry;
– All-Russia Research Institute of Preserve and Dry Vegetable Industry.
The 33 pilot plants and experimental farms are aimed to test scientific developments.


The Siberian department is a large scientific methodological and coordinating center of RAAS comprising of academicians and corresponding members, research institutions and higher educational units, design bureaus and other officesmaking the scientific support of AIC in West and East Siberia, the republic SAHA ‘Yakutia”.

The Department comprises of 29 research institutes and 9 pilot stations, 6 breeding centers, 4 design bureaus, over 50 pilot farms and a pilot plant.

Among the branch institutes there are main coordinators in the region:
– Siberian Research Institute of Plant Breeding and Selection;
– Siberian Research Institute of Fodder;
– Siberian research Institute of Agricultural and Chemistry;
– Lisavenko Research Institute of Horticulture in Siberia;
– Siberian Research Design and Technology Institute of Animal Husbandry;
– Institute of Experimental Veterinary of Siberia and the Far East;
– Siberian Research Institute of Mechanization and Electrification of Agriculture;
– Siberian Research Design and Technology Institute of Agricultural Output Processing;
– Siberian Research Institute of Agricultural Economics.

The largest institutes are:
– Siberian Research Institute of Agriculture;
– Urals Research Institute of Agriculture;
– Kemerovo, Krasnoyarsk, Yakutsk;
– Irkutsk research institutes of agriculture;
– Research Institute of Agricultural Problems in Khakassia.

About 3500 persons work in research institutions of the department, including 1360 researchers. Among them there are over 630 doctors and candidates of science, 9 academicians, 10 corresponding members of RAAS.

Branch and zonal institutes carry out investigations according the Federal Programme of fundamental and priority applied studies for scientific support of RF AIC development. There is also the project on the development of advanced technologies of agricultural production in Siberia extreme conditions. The problems of local agricultural production are solved by the oblast and republic institutions.


The center is in St. Petersburg-Pushkin; it coordinates and provides scientific methodological and organizational support in the North-West region RF to develop fundamental and priority applied investigations in agriculture and scientific support of AIC in regions of Arkhangelsk, Vologda, Leningrad, Murmansk, Novgorod, Pskov, Kaliningrad and in Karelia Republic.

The Center comprises 10 zonal research institutions, 19 pilot farms and the Central Agriculture Library of St. Petersburg.

The research institutions are:
– North-West Research Institute of Economics and Organization in Agriculture;
– North-West Research Institute of Mechanization, Electrification and Automation;
– North-West Research Institute of Milk and Grass Farming;
– North-West, Arkhangelsk, Kaliningrad, Pskov Research Institutes of Agriculture;
– Novgorod Research design and Technology Institute of Agriculture;
– Karelia State Regional Agricultural Pilot Station;
– Murmansk State Regional Agriculture Pilot Station.

The personnel number engaged in research work is about 800, among the scientists there are 180 candidates and doctors of science.

There are also some Center institutions with the direct subordination to the Academy, situated in the North-West region:
– Vavilov All-Russia Research Institute of Crop Crowing;
– All-Russia Research Institute of Plant Protection;
– All-Russia Research Institute of Agricultural Microbiology;
– Agro-Physics Research Institute;
– All-Russia Research Institute of Genetics and Breeding of Agricultural Animals;
– All-Russia Research Veterinary Institute of Poultry Breeding;
– All-Russia Research Institute of Food Aromatizes, Acids and Colors;
– All-Russia Research Institute of Fats;
– Vologda and Izhmo-Pechora Research Veterinary Stations.

The academic membership of the Center is 28 persons, including 16 academicians and 12 corresponding members. All of them are working in research institutions and educational institutes in the North-West region of Russia and engaged in studies on scientific support problems for AIC.

The research and design work in scientific institutions of the center is carried out in the main AIC branches: farming, land amelioration, plant growing and breeding, fodder production, animal husbandry, veterinary medicine, mechanization, industrial electrification and automation, agro-economics and management in AIC, processing of agricultural production. The Center performs marketing and patent-license studies, innovation developments, realization and introduction of scientific production in industry, advertisement of achievements in science, techniques and advanced experience.


North-East scientific methodological Center was established at Rudnitsky Research Institute of Agriculture of North-East (Kirov) providing now the scientific support of AIC in Sverdlovsk, Kirov, Kostroma, Nizhni Novgorod, Perm regions and republics of Komi, Marii El, Mordovia, Tchuvashia, Udmurtia.

The Center coordinates fundamental and priority applied investigations of 11 research RAAS Institutions in the North-East region of Russia.

Republic and regional institutes enter the Center:
– Rudnitsky Research Institute of Agriculture of North-East;
– Kostroma, Mari, Morodovia, Perm, Udmurtia, Tchuvashia Research Institutes of Agriculture;
– Research Design and Technology Institutes of AIC of Komi and Nizhe-gorod region.

Over 570 scientists work in research institutions of the Center, among them about 250 are doctors and candidates of science.

Research institutes carry out scientific developments according both to republic and regional programs and also RAAS projects of fundamental and priority applied investigations.


The activities of this methodological center is carried out at Primorskiy Research Institute of Agriculture providing Far East AIC with scientific support.

There are 12 research institutes in the Center; the most important are:
– Primorskiy Research Institute of Agriculture;
– All-Russia Research institute of Soya;
– Far East Research Institute of Agriculture;
– Far East Research Institute of Economics and Organization of AIC;
– Far East Research Institute of Veterinary;
– Far East Research Institute of Plant Protection;
– Far East Research Institute of Mechanization and Electrification of Agriculture;
– Magadan and Kamchatka Research Institutes of Agriculture;

Over 720 scientists work in research institutions, including 130 candidates and doctors of science. Among them there are 8 academicians and corresponding members of the Academy.

According to the Rules RAAS the Far East Center performs planning, coordination and methodological management of fundamental and priority applied investigations carried out by agricultural research and educational institutions of the region irrespective of their departmental subordination.


The Department of research work planning and coordination together with branch divisions of the Academy, Ministries and other organizations is responsible for the development of project research programs on scientific support of Russia AIC and coordination plans projects to implement the programs.

It is engaged in development and introduction of federal programs MAF RF, international programs of CIS countries.

The Department prepares annual reports on programs implementation and catalogues of completed research work for practical application. It also develops technical and methodological documents related to R & D planning improvement.

The Department is involved in scientific organizations network improvement.


This section coordinates scientific organization activity, information service and publication activity of Presidium RAAS, regional branches, scientific and methodological centers of the Academy;

– arranges Presidium sittings, annual general meetings, scientific sessions, other important events of the Academy;

– prepares the information and advertisement events programs, summary issue guide for scientific literature, periodicals, standards and reference books;

– informs about decisions adopted by Presidium, annual general meetings, scientific sessions, conferences, other important events by using means of press, broadcasting and television.


International Relations Department coordinates the international scientific-technical cooperation of RAAS, research organizations with the ministries, national academies, scientific centers, universities, companies from more than 50 countries of the world.

This Department arranges and preparessigning of agreements, contracts, memoranda, research projects with foreign partners.

The Department prepares materials for Inter-Governmental Commissions on scientific-technical cooperation; coordinates the performance of projects with International Maize and Wheat Improvement Center (CIMMYT), International Center for Agricultural Research in Dry Areas (ICARDA), International Potato Center (CIP) and other foreign research organizations and funds; governs cooperation of international programs together with institutes of the Russian Academy of Sciences; the Russian Academy of Medical Sciences, federal ministries and agencies.

The Department organizes visits of RAAS scientists and experts going abroad, receives foreign delegations.


This Department is responsible for personnel appointment in research organizations within RAAS, improving the structure and staff completing of RAAS Presidium.

Department arranges the election of new academicians and members of RAAS; prepares and submits to the Presidium contracts to be concluded with directors of RAAS institutes and organizations; coordinates the postgraduate student education and work for Doctor degree, upgrading of qualification and training of specialists, prepares the necessary documentation for workers to be awarded by state prizes, honorary titles, diplomas etc.


The Department organizes and coordinates the activities of experimental farms and enterprises of RAAS;

– provides conditions to perform research work in pilot farms and enterprises, tests advanced agricultural production, storage and processing technologies, organizes seminars of AIC leaders and specialists to study science achievements and advanced experience;

– sets up top quality seed production, pedigree animal and poultry growing for supplying farmers.

Total realization volume is 6 bln. Rub. Av. Annually and for industrial enterprises it is about one bln. rub.


The Department sets up and finances building of science production complexes in RAAS research institutions, bodies and enterprises by using state budget;

– promotes Academy institutions and enterprises in strengthening science and industrial material basis;

– regulates the efficient usage of funds provided.


Information service activities of the Academy is aimed at supporting fundamental, applied investigations in agriculture of Russia and is performed through the network of agricultural libraries and information bodies.

The main RAAS library is the Central Scientific Agricultural Library (CSAL) having the functions of a coordination center on intergovernmental exchange of agricultural publications (books, periodicals, etc.) to be made by scientific libraries or research institutions engaged in AIC information service for the states-members of CIS.

The Library stock has 3,3 mln. information units including 40% foreign publications in 32 languages.

The agricultural database of CSAL is 95 thousand records with resume.

The Library issues current, retrospective, subjects and scientific guides, provides its customers with 20 kinds of commercial services including coping, translation, making abstracts, etc.

To fulfill their tasks CSAL, regional libraries, research institutions develop and realize a wide range of practical measures in collection, storage, seeking and distribution of research results using the newest means of communication and latest technologies.

The Information Library Council, approved by the Academy Presidium, governs libraries and scientific information bodies.

Among other important RAAS libraries there are those in St. Petersburg and Siberian scientific agricultural libraries.

St. Petersburg library established in 1838 is the main library of the North-West Scientific Center of RAAS, the regional branch database, the branch subscription and bibliography center. It operates as a methodological center of agricultural libraries in the Non-Black area RF. Its stocks have over 1,3 mln. units. About 20-ths readers annually come to the library.

Siberian scientific agricultural library is the main regional branch information center of the Siberian Department RAAS. It provides information and bibliography support to basic research works, scientific programs and production activities in AIC. The librarian stocks cover over 646-ths units. The library is visited by almost 5-ths readers. It exchanges books both with 220 research institutions and education institutes of Russia and colleagues from abroad.


In RAAS Presidium subordination there are scientific journals: “RAAS Bulletin”, “RAAS Reports”, “Agricultural Biology”, “Selection and Seed Production”, “Agriculture Machinery”, “Storage and processing of Agriculture Raw Materials”.

By journals profiles it is reported about events of RAAS activities, regional and branch scientific centers, research institutions, pilot enterprises. Articles on important issues of agrarian science and its role in Russia agriculture development are published there.


The printing house provides Academy and its research establishments, with printed materials carries out release of scientific – methodological, books-journal, advertising and reference printed production, makes the certificates, addresses and other folders.

The printing house issues the reports, program about Activity of the Academy of Agricultural Sciences, dated to the next Year general meeting and other materials regional Presidiums, scientific-practical conferences and sessions of Academy, and also prints the Honourable letters and diplomas of the Russian and foreign members of the Academy.
